Is there a site that will give me a list of all tags from all StackExchange sites so I know which site to post a question on? Or is there a meta site for all StackExchange sites?

Meta (or Meta Stack Exchange, MSE for short) is a meta site for the entire Stack Exchange network. It has a tag called site-recomendation you can use to ask which SE site you should post a question on.
