Shouldn't 'mark favorite' give the same reputation as an up vote? Or even more?

Why isn't reputation passed between Stack Exchange sites?
I don't understand it, why do we have to make our reputation separately on Stack Overflow, Server Fault and Super User even if the accounts are linked?

When are you a high rep user?
Might be a silly question, but I'm wondering, when do you consider a user a high rep user? Has the user to be in the top 10?/50? or does he need 10000+ rep, etc.

Daily reputation cap on Superuser does not count the association points?
I am guessing that the daily reputation cap does not count points granted for associating user identity across the stackoverflow sites. Can someone correct/confirm this?
