If they are referring to a design software, they should tag the software. If they are referring to designing a document, well we have the whole [layout discussion](https://meta.superuser.com/questions/11716/clean-up-document-formatting-tags). I mean visio is usually designing a document, but it surely isn't always tagged along with 'flowchart'.
