Retag cmd, cli, terminal, and terminal.app into command-line
I generally agree, but what about cases where problem is related to CMD.EXE itself and not any other shells on Windows? Maybe those should have separate tag.

Merge ram and memory?
But let's not forget that we have non-RAM related memory questions! Like this one for example. Maybe we should encourage users somehow to use RAM tag more and leave memory for more general questions?
