Request to merge or cleanup tags related to "system-monitoring"
process-monitor may be referring to the Sysinternals tool. Same for resource-monitor and the Windows built-in "Resource Monitor" tool. The rest, yea probably.

Yup, I'll do the user specific stats sometime today. I'll have to adapt the script to cache the data, since the API wouldn't be too happy if I start hammering it with requests :P

Can my question be undownvoted?
@HolySheet Questions with a lot of downvotes tend to be deleted, so the 'average' you can see tends to be positively skewed. Questions with negative scores are often closed for the same reason they are downvoted; closed questions can be voted to deletion by users with enough rep. Moderators can delete questions, and often will if they are bad enough. Flags for spam or offensive content (with is usually accompanied by a lot of downvotes) lead to deletion. Questions with negative scores are deleted after a certain amount of time, if unanswered. meta.stackexchange.com/a/5222/187228

Circumventing spam filters (and deceiving reviewers) by taking part of a legitimate post and adding a spam link--possible solutions?
You can keep making posting rules stricter, and spammers can keep getting more sophisticated. Eventually, it will become difficult to post legitimate answers. A spammer could source text from multiple answers, what then? But don't legitimate answers also quote from multiple similar questions/answers at times? etc. Really, the only reliable method until we build Skynet is to have humans review. To that end, auto-flag posts which would trip this filter, rather than blocking them entirely.

What in the world is a "code block"?
@Plan9FOS Basically, it's to prevent broken links. The
http://
makes it try to translate it into a link. There's a blanket ban on IP addresses, apparently. Here's a couple of related questions on Meta StackOverflow: Your post contains a link to the invalid host '192.168.1.1' The link validator is overzealous and should allow posting so-called 'invalid' links Are any IP address links valid in posts?

How does suspended user survive?
@vikki The best thing would be not getting suspended in the first place. Once suspended, it is usually too late to do anything but wait for it to end. Suspension is a rather harsh punishment only used for particularly bad or repeated infringements.

@Plan9FOS It's likely the filter/warning was only added in the almost-a-year since the original answer. The Stack Exchange engine is being constantly updated!

When is it appropriate to tell a user how and when to select an answer?
These all focus more on comment reminders. In any case, such a prompt should probably be a comment at most, not part of the answer - it doesn't add any value to the answer to the question.

And, once again, related MSO questions: Asking for someone to accept your Answer Do you feel dirty if you nudge new users to accept your answer when they indicate you've answered their question? Remind new users to choose some answers? Improve the indication to askers that they can accept answers to questions

Should we allow theoretical questions, those asked due to curiosity?
@Sancho Hence another part of the question: Do these questions have value? Do we want these questions? And if yes, should we amend the FAQ to make that clear? The FAQ is not set in stone, it's just not easy to change.
