Why was this non-programming question migrated from SU to SO?
I can only hazard a guess, but I imagine because he's testing a device he's been programming / developing himself. As a metaphor, I'm sure un-clogging a toilet is a valuable skill and many non-plumbers could tell me how to do such, but asking a plumber directly has a very high chance of getting me very accurate information since it's a part of their profession, to a degree. Testing hardware/software falls under SO just as much as SU, if not moreso - This is one of the areas that the sites overlap, and 5 people made the call that the OP would get better answers from SO :)

Why was question 311149 marked off-topic and closed?
Interfacing over the network, no. Interfacing in the context of electronic devices and smartphones means attaching and communicating with them via USB or some other native connection. (Making sure they show up in Device Manager or in
/dev
, making sure the right COM ports are created on the PC side if needed, etc.). In the context of this question, that would be making sure RDP is working on the PC and that the PC can listen for network connections. Anything more than that is outside the scope of SuperUser.

One thing that people seem to miss is that there are questions for which there is no appropriate SE website. This does not mean you should post said question on the site that is "closest".

Tag Nuke Requests [comcast] and [verizon-wireless]
@Daniel What % of SU users does a tag need to be relevant to in order to not be too 'localized'?

Doesn't limiting voting points to 200 potentially discourage activity?
The rate-limited rep also makes total rep a more valuable indicator of not just dedication to the community, but persistent dedication to the community

@Carl Indeed, it does. It's not clear what exactly he wants. It sounds like he wants a script, in which case the question would be closed as off-topic or migrated to stack overflow. Probably closed as off-topic since neither community is here to write scripts for people.

@Carl There's an edit button. The original question should be edited, and then it can be reopened. Duplicates do not need to be created for any reason.

@Scott It's being downvoted because people agree with the moderators' decisions, most likely, and do not see them as a problem for which they need to answer.
