@Kev you can start a new feature request, since what you ask is related to the whole network of sites, it should be posted on Meta Stack Exchange, with title like "Make tag creation be only on demand" and explain why such a change will be better than what we have today.

Sorry, but this is not a valid reason for not having a tag, in my opinion.

@CaldeiraG that's not correct. Posting on chat requires 20 reputation. With 1 rep, a user can't interact in any way with other users or the moderators, except on their own posts.
