How to recommendfix a change to metaproblem with no rep

This is an odd question, but I can't post it in meta because I am not a meta user.

After reading the FAQ and the part where it says

"and it is not about …

programming and software development, video games or consoles, websites or web services like Facebook, Twitter, and WordPress, electronic devices, media players, cell phones or smart phones, except insofar as they interface with your computer, issues specific to corporate IT support and networks, asking for a shopping or product recommendation"

I saw that there wasfinding a tag named that seems to do exactly that. I do not have reputationproblem with something, so I can't post a comment on meta that says "change this". How to fix a problem with no rep

After finding a problem with something, what is the most appropriate way to alert a moderator if you do not have any reputation? Would it be a good idea to post the problem at all even if it is not in the meta section?
