In general, I believe it's better to consider this a mod action rather than point the finger at any particular mod. The same question would/should result if it was closed by community vote. Better to question the action than the person.

Question about Microsoft Outlook behaviour closed on assumption that I should contact Microsoft

I asked this question about an issue I am experiencing with software (Microsoft Outlook). The question was mod-closed under the assumption/reason that I should report the issue to Microsoft or more specifically Bing Maps. Whether or not this is the case, the question was about how I can get the issue resolved, which may or may not include completing a form, utilising an endpoint on the Bing Maps Location API, or some other means.

If contacting Microsoft or Bing Maps (and the method to do so) is the definitive answer, then this would be a valid answer, and by would not in itself retroactively make the question invalid for SU.

Please could I get an opinion on this in the hope that the question can be reopened as I do not believe this question falls into the realms of being off-topic judging from here? It states that SU is for questions relating to computer software. Microsoft Outlook is computer software, and I have a question about it which relates to behaviour that I am having an issue with.

My question does not fall under any of the bullet points that questions should not be about.
