I not only agree that banning questions on web applications or web services is short-sighted, but the description for smartphones is lacking as well. My Android phones are mini-computers that have an OS, a keyboard, a screen, memory and storage. Questions about software running on those should be valid whether they are connecting to a PC or not.
These two branches of exclusion really are blocking of a large field of view of related technical questions that could be filled by Super User.
