Restrict tag creation?
I think either a review process for new tags could be a good thing.
Alternatively could we just make entering the tag description (short & long) mandatory and put all these in the review queue.

Exception to the minimum answer character count
Having a good answer which is less than the minimum length is rare*, but when it happens you can add random information which is not displayed by using HTML comments.
