What to do about torrents?
Torrents are a grey area.
They have legitimate uses as well as the more common illegitimate ones so we have to treat each question on its own merits.

Should the Vote to Close option be altered?
I understand your point, but you would still have to provide a list of questions with close votes for people to browse.
Why?
When a site gets to the size of Super User it's not possible for everyone …
