What is the correct procedure to mark as a possible duplicate?
Posting the link in our Vote To Close chat room can also help to get attention from users/moderators.
If you like hunting for duplicated questions, a script I wrote in the past could be useful...

auto show vote count on homepage
The ones you refer to are available at this Data Explorer query, other than that query it isn't really useful to show this for posts on the frontpage given that the low amount of votes would not show …
