Reputation cost of downvoting
The explanation is also linked from the down vote privilege page, first list, third item.

Wouldn't everyone who has a post vote down the other posts?
We actually had a user a year or two ago who downvoted most questions about topics he didn't care about (because they clearly were bad and took up valuable space that could be used for questions about his favorite topics). I wonder how long he managed to do that. (Question down votes don't even cost reputation now, but I don't know whether that was back when that cost 1 rep too).

List guess-the-application as off-topic in the FAQ list
@Karan Looks like an unusual troubleshooting question. I'd consider it a practical, answerable question based on an actual problem that you face in line with the FAQ. It's neither too localized nor NARQ due to (as of now) presumably having a real answer.

What is a "linked" question?
It's also bidirectional, any question that links to this one will also show up.

RSS feed for favorite tags?
Related MSO question: Is there an API to get a user's favorite tags?. While there's a way to determine a user's frequent tags, that's something else. Check it out here.

Apparently it's not possible to determine – even when authenticated (your favorite tags are not public) – what your favorite and ignored tags are from the API.

Not sure about this. We need to strike a balance between a reasonably complete FAQ and an FAQ that is short enough that it actually gets read. And I cannot remember a second question of this kind… For comparison, we also don't explicitly mention our ban of 'Hackintosh' questions, and we get a lot more of those.

Identify hidden comments when shown
AFAICT hidden comments are those with the lowest scores that are the furthest down. So if there are 4 comments each of score 0, 1, and 2, and 6 comments are shown, 6 are hidden, it will hide all of score 0 and the two newest of score 1. But yes, displaying them differently might help.

RSS feed for favorite tags?
Maybe this helps: stackapps.com/questions/1599/…, something like stack2rss.stackexchange.com/superuser/users/170331/…

There's a feed, just scroll down (last sentence of the answer). But yes, it doesn't synchronize with your on-site favorite tags.

How exactly are we supposed to treat duplicates of questions that have no upvoted/accepted answers?
@Karan Sorry about that -- apparently I'm a bit slow to adapt after closing duplicates for two years. Thanks for the reminder.

Can you please review my ban?
Note that question ban and answer ban are separate, and it's likely the quality of your answer does not factor into the question ban criteria (or not enough to offset what slhck explained)

Flag for "Not an answer" should be re-worded
Here's also something interesting: The wording of the flag was changed half a year ago to better match how it's handled by moderators.
