If you want a question to be reopened, flag it for moderator attention or bring the topic up on meta (as you just did). You're right, the process should be explained in the FAQ.

@IsaacRabinovitch Some people don't vote because they just don't know if an answer is right or wrong. Some people don't vote because they aren't reading other peoples answers. Some people don't vote because they don't read questions other than their own. Some don't vote because it will decrease the value of their own achievements. Some people simply don't vote because they want to do other "tasks". Voting is not just voting. You also have to read the content and be able to judge it. The motives for people to use Super User are very different. If you want to change them, you can only lead by example.

What's in a good question? (A Super User Blog Entry)
It doesn't matter for how much detail you're going to ask someone with a problem, they're always going to leave out the detail that would help you understand their issue. If you press them for "all possible details" the question will be too long and a lot of people will simply not read it at all. It's a dangerous statement to make.
