@vikki: What you describe is very frustrating indeed and I fully understand that that is not very desirable. However, please note that we have far more potential spammers than we have users in that situation. The reputation limit to participate on meta (as well as chat) is primarily intended to prevent spam.

@vikki: You only need a single upvote on a question to get that reputation. If you are unable to make that happen, your issues lie elsewhere.

Please see meta.superuser.com/questions/5372/… Additionally, just because another question wasn't closed, doesn't mean yours should not be closed either. Sometimes questions slip the cracks.

Has anyone noticed that probably about 50-60% of all questions/answers are all made by EXTREMELY new people?
Well, can't you open their profiles and see if it's realistic? How many answers did they give? How many upvotes did they receive?

When is it appropriate to tell a user how and when to select an answer?
"I bet he didn't accept my answer because he doesn't know about the checkmark" is wishful thinking 99% of the time.
