However, please note that we have far more potential spammers than we have users in that situation. The reputation limit to participate on meta (as well as chat) is primarily intended to prevent spam.

@vikki: You only need a single upvote on a question to get that reputation. If you are unable to make that happen, your issues lie elsewhere.

When you copy content from other websites. Attribute them. This is not acceptable.

In general, I see a flag as something that should grab my attention. The reason you give the flag is a helpful indicator, but it's not binding.

Well, can't you open their profiles and see if it's realistic? How many answers did they give? How many upvotes did they receive?

"I bet he didn't accept my answer because he doesn't know about the checkmark" is wishful thinking 99% of the time.
