If the migration is to any of several sites listed in the vote to close / flag dialog, the community can be performed by the community. Migration to any other site requires moderator action.
Agreed. In my experience, @random can be rather pedantic about the "cleanliness" of the site, including things like the length of tag wiki excerpts. There is some merit in his answer, but tag wiki edits on tags that are expected to be deleted soon are not entirely useless—they can still provide useful guidance to users, including advising that the tag not be used.
I'm the one who posted the comments and I'm not a moderator. However, we do have formatting there for a reason and having a visual indication that the content is quoted would be great. Also, our general rule-setting process goes through this very Meta site. We generally expect answers to contain at least some original content; one paragraph is fine, but having only content quoted from another source and a link is likely to be considered a problem.
@random: That's precisely what historical locks are for. Reopening after editing and deleting are not the only options. I'd hate to lose useful answer content, even if the question itself is bad. This is one of those few bad questions that have answers with valuable information worth preserving.
