The question had a fatal flaw (guessing game question), and really, no amount of polish could have made the question better in a way that would have been important.

The page you linked to says "This privilege allows you to view and cast close and reopen votes on your own questions." (emphasis mine). So he can't view close votes on other users' questions, he needs 3000 reputation for that.
