If I have 580 REP, shouldn't I be 58% on my way to viewing vote counts?

I did the math, 580 = .58 of 1000. I also refreshed the page, clicked on "view vote counts...." I haven't received any rep for a while...

My rep on superuser shows 101, yet I have 11 upvotes, should it not be 110? Is there a delay before it shows up? I have not noticed the same on SO or SF.

Why did I lose 1 reputation?
Is the reputation on superuser working properly ? My reputation just decreased from 101 to 100, without any adverse activity.
