NO ...No you are looking those both question from another point of view..But what I'm saying is before the 2nd question was closed by saying its off the topic means which is not supposed to ask on SU...at the same time the first question was protected by community. and you can see the flag for the closed question ...because of that flag @sathya closed as off the topic

Please look at them from that point of view. And try to understand why it happened?

I strongly believe that the first question is ultimately working on phone by connecting to net. Why its not off the topic.... @lvo Flipse closed the question by saying its duplicate I request you to please take back your decision to previous state of that question and look at them having the above points in mind ...
