how to deal with an answer that is resolved, but not answered?
In this case you can post the resolution as an answer and mark it as accepted.
If you had to get it replaced, probably vote to close the question.

Why is my question considered to be "off topic"?
I'm not certain why it was closed - my best guess would be that close voters considered IRC to be a web service.. anyway I've reopened it - since it's something that's done from client side
