I would argue that the 200 limit is too high for those of us who are mostly passive / transient users but who still wish to make a contribution to the site in the form of comments / votes.

1) You have no argument for why rep shouldn't carry over 2) Clearly I don't have >200 rep on any stack exchange website. Again, this is a very high number. 3) You can't get rep on an upvote if you don't have enough rep to upvote in the first place... 4) You say you don't want posts inundated with noise comments and yet here I am commenting away without the ability to vote up / down. This is contrary to your statement.

The problem here is that I don't have that much time to spend on this site but I still want to be able to help good content reach to top and reward those who take the time to create that good content in the first place.
