When should a question that otherwise belongs on another site be simply closed and not migrated?
To expand on what I wrote in the comments to the question: It seems to be missing the point completely: It explains about an unnamed code conversion tool, and contains a lot of unrelated code (the modified conversion result?), when it (AFAICT) should just have been asking about the C# equivalent of
scanf("%19s", …)
. It shows no actually relevant research. The user is registered on SO and the existing posts there indicate a likely question ban (which would prevent migration anyway, but a good indicator of the user's contributions' usual quality from the target site POV).

@KevinFegan Understandable. But consider that something as common as the ability to vote down is only available to the top ~15% of users on SU! And you neither need to be an employee of Stack Exchange, Inc., nor be an elected moderator for the higher privilege levels. They are automatically awarded once you reach the required reputation. Of course, reputation is used to limit the more powerful privileges to those that are hopefully experienced enough and familiar with site policy, but there are no special requirements besides that.

You could use a user-script to at least get those spam posts that are locked and deleted by Community.

Probably to allow community review of moderating actions. Soft-deletes are also easy to revert and harder to abuse.

@CarlB Probably because posts can be edited from outside the queue. While not directly related to reviewing, it certainly affects it.

Please note that this question and its answers are almost as old as Super User (39 months vs. 45 months), so the opinions expressed here might be a bit outdated.

<kbd> tag looks wrong
While you may be right about what the standard says about tag semantics, nobody on any SE site would use them correctly anyway. How could we, given the limited HTML subset we get? I've been using
<sup>
and <sub>
as a substitute for <small>
for years here, because I have to.

@Kruug Unfortunately, nobody cares. A workaround would be to use the
/questions?sort=newest
list, which does not show changes questions like the front page does.

The date is probably not shown because we want to prevent the kind of "dead thread" problems on other forums. That's why there are rewards for editing and answering old questions and why we close new questions usually as duplicates of older questions. Changes need to be reviewed by the community just like new questions are. There's simply no reason to show this information, because it shouldn't matter.

While it doesn't show the original post date in the list, you can use the number of views as a (very stupid, very error-prone) indicator for question age.
