Why not use IP address for images?
I'm not sure enough about this to post a proper answer, but it's much easier for a reference to an IP address to break rather than to a domain. Doesn't even require a service to disappear, just a minor infrastructure change. Sure, links to images hosted on domains might break as well, but it strikes a balance between requiring

and letting anyone link anywhere. Plus, users might link to files on their local network, not understanding the limited access, and use of IP addresses is much more likely there.

Does nobody answer questions on this site?
Without knowing anything about your question topics, I assume there's a good chance that the Dw shortcut isn't (easily) configurable and Youtube reserves speech recognition for videos; so it's likely that the correct answer to both is "No, it is not possible" -- I've posted similar answers before, but for your particular questions, it's would be near impossible to provide definitive negative answers with evidence, as they're about commercial closed-source software and online service (an FAQ entry helps, or asking the vendor, but that can also be misleading).

Is it possible to force users to go through the Help Center before they can ask a question?
Great variant in Blizzard games IIRC: Force users to scroll all the way down before enabling OK. I'm sure that gets users to actually read the T&C... /irony

Does SuperUser have a spam problem
The community here is great at flagging spam posts or even deleting them outright. There's no spam problem on the site, even though we have the occasional spammer -- nonsense like these posts survive a few hours at most. You've really just been unlucky -- the vast majority of questions on this site have no (deleted) spam or nonsense answers.

superuser.com/help/question-bans ("The only way to end a posting block is to positively contribute to the site; automatic bans never expire or "time out".") should be linked from the error message as well.

Can questions be duplicate if the duplicate is on non Stack Exchange site?
I'd like to add that the same user asking the same question on multiple SE sites (cross-posting) is generally not OK. If you asked on the wrong site (wrong audience, no answers for weeks, ...) flag your question and request migration.

How should I deal with duplicate answers posted by the same user?
Take a good look at the questions. Frequently they are very alike and might warrant closing one (after a little editing). Another option is that the questions really are different, and the answers, while otherwise valid, actually should be a bit different to address the differences. This is often the case with more detailed instruction on how to apply a solution.

@Sathya See my first comment. Here's the audit, it's the same question and there's nothing wrong with it. But in case the audit screen changes information like score it'd appear as a different question.

The correct action for an obviously good question would be to select No Action Needed. I don't know whether the audit presents the question with score 0. In that case, it'd look like a duplicate if you know it's much more popular than that.

I agree that the linked question should be considered on topic. There's no indication that it goes beyond what we consider on topic.

Scripting (as in system administration, basic automation, and similar tasks) questions are fine on SU, because scripting can be a power user kind of task. You'll rarely find them writing C. But the same languages can be used to write e.g. huge web applications, so the language alone is not enough to determine whether it's on topic. It really depends on whether the task you want to solve is reasonably related to the "power user" kinds of things for which we consider scripting to be on topic. A user asking for help with Django on SU is probably on the wrong site.

Hovering the downvote arrow reveals the tool tip: This question does not show any research effort, [...]. I can imagine that many users consider this question trivial to research.
