A link to the review in question would help. I don't know of any way to find the review given only a link to the post. Additionally I don't think you should be linking to a malicious site. Including the URL in your question is good, but don't make it a link.

Should answers encouraging to "restart" be flagged?
I think it is also important whether the reboot is going to solve the problem permanently. If a reboot will make the problem go away temporarily, but it is bound to show up again if the system is left running, then I wouldn't consider an answer suggesting to reboot to be a valid answer.

Is there a way to filter out questions from users who don't have a specific badge?
I'd say a user doesn't have to have the badge on every site. The content of the tour page is practically identical on all stackexchange sites. Also if a user posts truly horrible questions, then you can just downvote and move on. In that case only a tiny number of users will ever have to see the question.

Post was edited after I flagged for review
This is something that could even be handled automatically by the system without UI changes. All it would really take is to notice that the post has been edited between flagging and declining of the flag and in that case simply not count it at all. I have even seen cases of a flag being declined only to find that I couldn't go back and look at what it was I had apparently flagged for no reason because in the meantime it had been deleted. To this day I am still wondering what content is worthy of deletion but not worthy of a flag.
