The question in your question is: "Is there any hardware that actually implements the SHA3 (Keccak) instructions?". That wording asks to identify products with a certain feature.

Product "recommendation" questions don't necessarily need to ask for a recommendation. Questions of the form "what products have these features", or "are there products with these features", are "identify products for me" questions. Whether or not responses will endorse specific products isn't really the issue. The problems are that questions asking for a list aren't a good fit for a Q&A site, and product information is short-lived, so answers don't have long-term value. The wording of the standard closure reasons is very generic, which can be confusing if it doesn't perfectly fit a question.

3. The site's purpose is to share solutions. There used to be a close reason for questions too specific to the author to be of value to anybody else. That's no longer one of the standard close reasons, and I don't think this question falls in that category.

2. "Beginner coding error" should not be justification for closure; beginner questions are welcome. However, at least minimal research is expected before posting, so general learning questions and ones that are readily answered by a simple search tend to not get a good reception.

1. VBA seems to have a gray area. Questions like "how do I solve this Excel problem, and VBA solutions are OK" are almost always considered on-topic if the scope is reasonable. And people are asked to show their their own attempt to solve it, which could include some VBA code. But questions consisting entirely of debugging non-trivial code are often considered programming problems, more suited to SO. The distinction seems to be whether the focus is solving a problem using VBA vs. fixing code; the distinction isn't always a clean one. (cont'd)

Blocklist Google?
@gparyani, dealing with [google] and [microsoft] is a game of Whac-A-Mole. For some reason, the mods don't want to blacklist those tags. The latest post used the tag because it was recreated on a previous question that got migrated. When that happens, the question remains hidden here for 30 days, keeping the tag alive with no way to remove it. I removed it from the active question in the hopes that it will disappear from the system before another user finds it again and uses it.

@Ramhound, as I understand it, questions only get one shot at the reopen queue, regardless of what action puts it there. Once it's had its moment in the sun, no action will get it into the reopen queue again.

@JourneymanGeek, the idea of a room isn't a bad idea. More reviewers in the reopen queue won't help with this one, though. Questions get into this situation by having the reviews completed. :-)
