Asking questions is backwards Can a question limit be displayed *before* allowing a user to attempt asking a question?

I would change some thingssomething about the "ask question" button on SuperUser.

Firstly, this button will make a question form after you click it, but only after you fill out the fields and click the "submit" button will it reply that "You can't make 6 questions in 24 hours."

Instead what would be less confusing to me would be if after a click on the "ask question" button, it would say "No more questions in 24 hours".

Also, it seems that while SuperUser and the Meta SuperUser forum carry over reputation, they do not carry over this rule, so I could ask 5 SuperUser questions and 4 Meta SuperUser questions in one day. This maythink it would be just a design choice, but I wanted to point it outlittle less annoying for everybody.
