We do have a script to automatically delete non-upvoted questions that don't get an answer after a year, but that doesn't kick in if the question has two or more comments.

Your question has been migrated to Meta Super User, as it is off-topic on Meta Stack Exchange. Questions about situations only applicable to one specific site should be asked on the relevant per-site meta, which can be accessed via the site switcher in the top right corner; Meta Stack Exchange is for situations that are generally applicable to multiple Stack Exchange sites.

@fixer1234 And I flagged the other one (the migration stub) for early deletion. It's worth noting that mods can't blacklist tags; an SE employee is needed for that. Your best bet is to get a moderator to escalate this request to the CMs; see this MSE answer for more info.

The "welcome back" banner has been implemented since SE's early years and that code has never been touched in a while.
