Flag it as spam. It probably even installs malware on your system. But even if it doesn't, it's clearly spam and should be deleted. The answer exists solely to promote their product. Would you trust installing software you've never heard of from a website in china?
The motherboard only supports Windows 7 with certain AMD processors, which doesn't include the one your brother has. The answer to your issue, to upgrade to Windows 10, is the one you say is off the table. So this is not a useful question you have posted. The tooltip suggests downvoting questions that are not useful. Not that anyone has to justify what they consider useful in a question.
The author of that answer was done arguing with you and most likely flagged the comments as "no longer needed" so they were removed. At that point it's time to move on.
You've just perfectly demonstrated why we don't allow low rep users to create tags when you attempted to create a tag called Superuser for your question posted on Superuser. That's like sending out a tweet and marking it with the hashtag #Twitter.
